Two former chief executives of Valpak/Cox Target Media, have joined Sterling Payment Technologies to expand its loyalty products, including its new mobile loyalty solution Perkz.

Sterling Payment Technologies (, a leading payment processor and developer of innovative business solutions, announced today that direct marketing veterans William Disbrow and Jim Sampey, both former chief executives of Valpak/Cox Target Media, have joined Sterling to identify opportunities and expand Sterling’s loyalty products, including its new mobile loyalty solution Perkz.

Mr. Disbrow first served as President, then Chief Executive Officer during his 21-year career at Valpak Direct Marketing Systems, Inc. and its parent company, Cox Target Media. Under his leadership, Valpak become the largest local franchised direct-mail company in the country, with an advertiser base in excess of 30,000 merchants a month, serving clients of all sizes, from the local pizzeria to national brands like CBS and Home Depot.  Mr. Disbrow also led Valpak when the company negotiated its first national franchise agreement
Mr. Sampey spent 22 years at Valpak/Cox Target Media, in a variety of roles, including President and Chief Operating Officer. He led the company’s sales and marketing teams, among them National Sales, Franchise Sales and New Media Business Development. He also led the project team that designed and built the company’s $220 million Valpak Manufacturing Center, which doubled Valpak’s manufacturing capacities through automation.
